| License and Permit Requirements | |
| If you are 16 years
or older, a hunting license is required to hunt wildlife in Arkansas unless you are on a licensed commercial shooting resort that supplies pen-raised birds. The license must be carried with you. You may not possess a license that belongs to someone else or one that has been altered, backdated or counterfeited. |

are a nonresident you may not possess a resident license. If you guide, aid
or assist someone else for a fee, you must have a guide license.
Nonresidents under 16 must purchase a hunting license and a fur takers permit to hunt or trap furbearers. Nonresidents under 16 years of age are not required to purchase a license until they bag a deer, turkey or bear. |

| Hunter Education Requirements | |

Hunters born after
1968 must carry a valid Hunter Education card. A card is also required of
youth applicants for permit hunts. Youngsters (under 16 years) under the
direct supervision of a licensed adult (over 21 years) do not need to have a
card. Call 1-800-482-5795 to find out about Hunter Education classes. Arkansas honors the home state Hunter Education cards of nonresidents. See Hunter Education Program. |

| Any waterfowl or
coot hunter, 16 years or older, must carry a valid Arkansas Waterfowl Stamp
($7.00), a federal Migratory Bird Hunting and Conservation Stamp ($15.00), each signed in ink across the face. |

| Harvest Information Program (HIP) | |
|
All migratory bird
hunters in Arkansas, 16 years of age or older, are required to carry proof
of Harvest Information Program (HIP) registration when hunting ducks,
geese, doves, coots, woodcocks, snipe, rails, gallinules or moorhens. The registration is free and can be obtained by completing a short survey form available from license dealers, any Game and Fish Commission office or by using the online licensing system. Information required includes name, address and date of birth. Hunters will also be asked to provide information on the types of migratory birds hunted last year and how many birds of each type killed. Arkansas HIP registration, valid through June 30, 2001, will be mailed after the survey is completed HIP is now mandatory nationwide, except in Hawaii. Hunters need a similar card or HIP number issued state by state. A randomly selected sample of hunters from each state will be asked to complete a more detailed survey of their migratory bird hunting success. Selected hunters will receive a letter requesting your cooperation, a form for recording your harvest and a business reply envelope. After the season, participating sportsmen will mail their completed forms to the U.S. Fish and Wildlife Service. Federal biologists will analyze hunter reports and develop comprehensive harvest estimates for all species of migratory gamebirds in the United States. Information derived from the program will improve migratory bird management and ensure that decisions regarding hunting seasons are soundly based on scientific evidence. In recent years, wildlife biologists and hunters have noted declines in populations of doves, woodcocks and other migratory gamebirds. Habitat loss is believed to be the primary problem, but there’s no data supporting that conclusion. We need more information to assess the role of hunter harvest. Participation in this program is important to the future of migratory bird hunting. State and federal wildlife agencies have faced court challenges to hunting. Some opponents to hunting have argued that it shouldn’t be allowed because wildlife agencies don’t have accurate measures of bird populations and hunter success. HIP will remedy that and help ensure that our migratory bird resources—and hunting tradition—will be around for future generations to enjoy. |

| Waterfowl Guide Restrictions | |
| A ban on waterfowl
guides working on three wildlife management areas has been extended from Saturdays and Sundays to include Fridays. The areas are Bayou Meto WMA between Stuttgart and Pine Bluff, Dave Donaldson/Black River WMA near Corning and Pocahontas and Shirey Bay/ Rainey Brake WMA near Walnut Ridge. Non-resident hunters who wish to seek waterfowl on any one of 23 wildlife management areas used for duck and goose hunting are required to purchase a $10 permit for five days and a $100 permit for the full season. Separate permits would be needed for each WMA the hunter visits. |
